(a) The purposes of this chapter are:(1) the expansion and improvement of transportation facilities and systems in this state;(2) the creation of regional tollway authorities to secure and acquire rights-of-way for urgently needed transportation systems and to plan, design, construct, operate, expand, extend, and modify those systems; and(3) the reduction of burdens and demands on the limited money available to the commission and an increase in the effectiveness and efficiency of the commission.(b) This chapter shall be liberally construed to effect its purposes.
