(a) An authority may construct, own, operate, and maintain a transit system.(b) An authority shall determine each transit route, including transit route changes.(c) This chapter does not prohibit an authority, municipality, or transit provider from providing any service that complements a transit system, including providing parking garages, special transportation for persons who are disabled or elderly, or medical transportation services.
