The commission may acquire and provide rest and recreation areas or sanitary and other facilities in or adjacent to a highway right-of-way if the area or facility is necessary to accommodate the traveling public. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
