(a) The commission shall issue a license to a person who:(1) files with the commission a completed application form within the time specified by the commission;(2) pays the appropriate license fee; and(3) files with the commission a surety bond.(b) A license may be issued for one year or longer.(c) At least 30 days before the date on which a person's license expires, the commission shall notify the person of the impending expiration.
