(a) Before adopting an ordinance under Section 396.041, the commissioners court must hold a public hearing.(b) Any interested member of the public may appear and testify at the hearing about the subject of the proposed ordinance. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
