If a requirement, standard, or condition established under this subchapter conflicts with another law of this state, a rule adopted under state law, or a municipal ordinance, the stricter of the two provisions prevails. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
