(a) Three or more individuals may file with the commission an application for the creation of a corporation within a designated area.(b) Each of the individuals must be a qualified voter.(c) The application must be in writing.(d) The application must contain the articles of incorporation proposed to be used in organizing the corporation.(e) The commission may not charge a filing fee for the application.
