In setting a tax rate, the board shall consider the district's income from sources other than taxation. On determination of the amount of tax needed to be imposed, the board shall adopt a tax rate. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
