(a) A district may adopt and enforce fees in addition to taxes to provide the district revenue to operate the district and secure district bonds.(b) A district may file a suit to recover an unpaid fee under this section. The suit must be filed in a county in which the district is located.(c) Except as provided by Section 365.040, a fee may not be imposed on or collected for travel on a road constructed, acquired, or improved by the district.(d) A road facility may not be encumbered by a district fee.
