In addition to other facilities authorized by Subchapter D, a station or terminal complex may include regional economic development facilities that are approved by:(1) the board;(2) the governing body of the principal municipality in the authority; and(3) the governing body of the municipality, other than the principal municipality, in which the station or terminal complex containing the facilities is located or in whose extraterritorial jurisdiction the station or terminal complex is located.
