The executive committee shall:(1) receive recommendations for the annual budget from each subregional board;(2) obtain approval from each subregional board of the final annual budget as it pertains to that board's subregion; and(3) make the proposed annual budget available to the governing bodies of each municipality in the authority at least 30 days before the date of the adoption of the final annual budget.
