(a) The subregional board is composed of 15 members appointed by the governing bodies of the municipalities in the subregional authority.(b) The governing body of a municipality entitled to appoint more than one board member may appoint a number of members less than the number allocated to the municipality. Those appointed members may cast the same number of votes as the number of members allocated, but a member may not cast a divided vote. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
