(a) A municipality may not make more than 65 percent of the appointments to the subregional board.(b) If the number of appointments to which a municipality would be entitled under Section 452.573 exceeds the limitation provided by Subsection (a), the excess is apportioned according to that section among the other municipalities in the subregion.
