(a) The entity or entities creating an authority shall conduct the public hearings on the creation.(b) Any person may appear at a hearing and offer evidence on:(1) the creation and boundaries of the authority;(2) the operation of a public transportation system;(3) the public utility and public interest served in the creation of an authority; or(4) other facts bearing on the creation of an authority.(c) A hearing may be continued until completed.
