A taxpayer or holder of indebtedness of a mass transportation system residing within the municipality may enforce this chapter by appropriate civil action in a district court of the county in which the municipality is located. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
