In this chapter:(1) 'Authority' means a coordinated county transportation authority created under this chapter.(2) 'Balance of the county' means that part of the county that is outside the boundaries of a municipality with a population of 12,000 or more.(3) 'Board of directors ' means the governing body of the authority.(4) 'Service plan' means an outline of the service that would be provided by an authority.
