(a) In this section, 'off-highway vehicle' has the meaning assigned by Section 551A.001.(b) Except as provided by Subsection (c), the department may not register an off-highway vehicle, with or without design alterations, for operation on a public highway.(c) The department may register an off-highway vehicle that is owned by the state, county, or municipality for operation on a public beach or highway to maintain public safety and welfare.(d) Section 504.401 does not apply to an off-highway vehicle.(e) An off-highway vehicle that is registered under this section:(1) is not subject to the requirements of Subchapter D, Chapter 551A; and(2) is subject to the requirements of Subchapter E, Chapter 551A.
