(a) The department shall issue specialty license plates for persons who served in the United States armed services and participated in Operation Enduring Freedom. The license plates must include the words 'Enduring Freedom.'(b) The department shall issue specialty license plates for persons who served in the United States armed services and participated in Operation Enduring Freedom in Afghanistan.
