§ 504.4061

(a) The department shall issue specialty license plates for an instrumentality established by a foreign government recognized by the United States before January 1, 1979, that is without official representation or diplomatic relations with the United States. The license plates must include the words 'Foreign Organization' and shall remain valid for seven years.(b) A person entitled to specialty license plates under this section may register the vehicle without payment of any fee paid for or at the time of registration.
