(a) The department shall issue specialty license plates including the words 'Keep Texas Beautiful.' The department shall design the license plates in consultation with Keep Texas Beautiful, Inc.(b) After deduction of the department's administrative costs, the remainder of the fee for issuance of the license plates shall be used in connection with the department's litter prevention and community beautification programs.
