(a) The department shall issue specialty license plates including the words 'Houston Livestock Show and Rodeo.' The department shall design the license plates in consultation with the Houston Livestock Show and Rodeo.(b) After deduction of the department's administrative costs, the remainder of the fee for issuance of the license plates shall be deposited to the credit of the Houston Livestock Show and Rodeo scholarship account in the state treasury. Money in the account may be used only by the Texas Higher Education Coordinating Board in making grants to benefit the Houston Livestock Show and Rodeo.
