§ 521.141

(a) An applicant for an original or renewal of a driver's license must apply in a manner prescribed by the department.(b) An application for an original license must be verified by the applicant before a person authorized to administer oaths. An officer or employee of the department may administer the oath. An officer or employee of this state may not charge for the administration of the oath.(c) The application must be accompanied by the required fee and must be submitted to the department before the department may administer an examination.
