Texas Legal Code
(a) The application of an applicant under 18 years of age must be signed by:(1) the parent or guardian who has custody of the applicant or the agent under a power of attorney for the parent who has custody of the applicant; or(2) if the applicant has no parent or guardian:(A) the applicant's employer; or(B) the county judge of the county in which the applicant resides.(b) The department shall provide the applicant and the cosigner with information concerning state laws relating to distracted driving, driving while intoxicated, driving by a minor with alcohol in the minor's system, and implied consent.
