In this subtitle, 'metropolitan area' means an area that:(1) contains at least one municipality with a population of at least 100,000; and(2) includes the adjacent municipalities and unincorporated urban districts. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
