In this subtitle 'traffic' means pedestrians, ridden or herded animals, and conveyances, including vehicles and streetcars, singly or together while using a highway for the purposes of travel. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
