A motor vehicle shall be equipped with a device that is operated or controlled by the operator of the vehicle and that cleans moisture from the windshield. The device shall be maintained in good working condition. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
