§ 601.006

If an owner or operator of a motor vehicle involved in a collision in this state does not have a driver's license or vehicle registration or is a nonresident, the person may not be issued a driver's license or registration until the person has complied with this chapter to the same extent that would be necessary if, at the time of the collision, the person had a driver's license or registration.
