Texas Legal Code
(a) Except as provided by Subsection (c), the department may not issue a driver's license to a person who does not hold a driver's license and who:(1) enters a plea of guilty to an offense or is convicted by a final order or a judgment that:(A) requires the suspension or revocation of a driver's license;(B) is imposed for operating a motor vehicle on a highway without a driver's license; or(C) is imposed for operating an unregistered motor vehicle on a highway; or(2) forfeits bail or collateral deposited to secure an appearance for trial for an offense described by Subdivision (1).(b) Except as described by Subsection (c), a motor vehicle may not be registered in the name of a person described by Subsection (a).(c) Notwithstanding Subsections (a) and (b), a driver's license may be issued or a motor vehicle may be registered if the person files and maintains evidence of financial responsibility with the department.
