(a) Except as authorized by Section 623.095, the department may issue a permit only to:(1) a person licensed by the Texas Department of Housing and Community Affairs as a manufacturer, retailer, or installer; or(2) motor carriers registered with the department.(b) The license or registration number of the person to whom the permit is issued shall be affixed to the rear of the manufactured house during transportation and have letters and numbers that are at least eight inches high.
