(a) The department may, on application, issue a permit for the movement over a road or highway under the jurisdiction of the Texas Department of Transportation of a vehicle that:(1) is a piece of fixed-load mobile machinery or equipment used to service, clean out, or drill an oil well; and(2) cannot comply with the restrictions set out in Subchapter C of Chapter 621 and Section 621.101.(b) The department may not issue a permit under this section unless the vehicle may be moved without material damage to the highway or serious inconvenience to highway traffic.
