(a) The executive director of the department may authorize a business entity to perform a department function in accordance with rules adopted under Subsection (b).(b) The board by rule shall prescribe:(1) the classification types of businesses that are authorized to perform certain department functions;(2) the duties and obligations of an authorized business;(3) the type and amount of any bonds that may be required for a business to perform certain functions; and(4) the fees that may be charged or retained by a business authorized under this section.
