(a) The board shall oversee and coordinate the development of the department and shall ensure that all components of the motor vehicle industry function as a system.(b) The board shall carry out its policy-making functions in a manner that protects the interests of the public and industry, maintains a safe and sound motor vehicle industry, and increases the economic prosperity of the state.
