§ 14.054

(a) The commission by rule shall adopt procedures governing the use of settlements to resolve contested cases.(b) Rules adopted under this section must ensure that:(1) each party retains the right to:(A) a full hearing before the commission on issues that remain in dispute; and(B) judicial review of issues that remain in dispute;(2) an issue of fact raised by a nonsettling party may not be waived by a settlement or stipulation of the other parties; and(3) a nonsettling party may use an issue of fact raised by that party as the basis for judicial review.
