A regulatory authority may inquire into the management and affairs of each public utility and shall keep itself informed as to the manner and method in which each public utility is managed and its affairs are conducted. Acts 1997, 75th Leg., ch. 166, Sec. 1, eff. Sept. 1, 1997.
