§ 14.204

(a) A regulatory authority and, to the extent authorized by the regulatory authority, its counsel, agent, or employee, may:(1) inspect and obtain copies of the papers, books, accounts, documents, and other business records of a public utility within its jurisdiction; and(2) inspect the plant, equipment, and other property of a public utility within its jurisdiction.(b) An action under this section must be conducted at a reasonable time for a reasonable purpose.
