(a) An administrative penalty collected under this subchapter shall be sent to the comptroller.(b) A proceeding relating to an administrative penalty under this subchapter is subject to Chapter 2001, Government Code.(c) The executive director may delegate any power or duty relating to an administrative penalty given the executive director by this subchapter to a person designated by the executive director.
