In establishing rates and charges in an area exempt from commission regulation, the governing body may consider an electric utility's revenues and return on investment in an area that is not exempt from commission regulation. Acts 1997, 75th Leg., ch. 166, Sec. 1, eff. Sept. 1, 1997.
