Screening and certification process Under the authority of section 7020 of this title, the Agency shall adopt rules regarding screening for potential alternative sites and certification of sites, which must at least establish the procedures and criteria for: (1) screening, by the Authority, of the Town of Vernon and the rest of the State;(2) selecting and studying potential alternative sites by the Authority;(3) submission, by the Authority, of each selected potential alternative site to the Agency for certification; (4) certification, by the Agency, of alternative sites and the Yankee site as meeting applicable siting requirements; (5) characterization of an alternative site;(6) deciding, by the Authority, to characterize a certified alternative site or to prepare a draft license application for a disposal facility at a characterized site.
