S.A. chapter 25, providing standards for the insulation, design, and equipping of buildings to minimize, insofar as is practicable and economical, the transfer of heat or cold between the interior and exterior of the building. The rules shall: (1) be consistent with standard practices and techniques in the construction industry; and (2) be, insofar as is practicable, consistent with nationally recognized building codes and regulations adopted under the authority of Congress; and (3) not require the installation of devices, equipment, or materials that would substantially alter the basic architecture of an existing building. (b) The Agency shall publish a manual that shall be made available, at cost, to any person upon his or her request. The manual shall show by diagram and otherwise various acceptable methods, materials, and devices that may be used by the owners of buildings and others to comply with the standards adopted by rule under subsection (a) of this section.
