Administration (a) The Department of Economic Development, through the Vermont Department of Tourism and Marketing, shall administer the travel promotion matching funds program with such flexibility so as to bring about the most effective and economical travel promotion program possible. The Department shall adopt rules and procedures necessary and appropriate to the proper operation of the matching funds program. These rules shall also establish which travel promotion organizations are eligible to apply for matching funds. (b) The Department shall make available complete instructions as to the applicant’s duties and responsibilities and shall establish forms necessary to carry out the purposes of this chapter.
