A majority of the board shall constitute a quorum. A board member shall be entitled to receive compensation for services at a rate not to exceed the per diem rate as defined by 32 V.S.A. § 1010(b). A board member shall also be entitled to expenses including traveling expenses. The per diem and expenses shall be subject to review and control of the Council.
