The education and outreach activities shall include publication on or before January 1, 2015 of a Citizen’s Guide to Shoreland Protection, which shall provide easily understood instructions on the requirements of this chapter, how to apply for a permit or registration, and the activities that are exempt from or otherwise not subject to the requirements of this chapter.
