Definitions As used in this subchapter, 'action' shall include any proceeding or investigation by a grand jury commenced or about to be commenced, or any action, prosecution or proceeding; 'witness' shall include a person whose testimony is desired in any such action; and the word 'state' shall include any territory of the United States and District of Columbia.
