Preplacement evaluator (a) A preplacement evaluation may be prepared only by a person who is qualified by the Department to make the evaluation or who meets the qualifications of an evaluator and is appointed by the court. (b) An evaluator may charge a reasonable fee, based on time spent, for preparing an evaluation, even if the person being evaluated requests that it not be completed. (Added 1995, No. 161 (Adj.
