(2) 'Health insurance plan' means a policy, service contract, or other health benefit plan offered or issued by a health insurer and includes beneficiaries covered by the Medicaid program unless they are otherwise provided with similar services. (3) 'Health insurer' shall have the same meaning as in section 9402 of this title. (Added 2013, No. 79, § 35a, eff. Jan. 1, 2014.)
