Approval of lighting devices The manufacturer or distributor of each device or lens designed to control lights on motor vehicles shall apply to the Commissioner for his or her approval of the use of such device or lens in this State. The Commissioner shall make or cause to be made such laboratory and road tests of each device or lens submitted as he or she deems necessary, or he or she may adopt the approval or disapproval of such device or lens by the American Association of Motor Vehicle Administrators.
