(b) A systematic preventive maintenance program shall be established and records kept, which at all times shall be available for inspection by any enforcement officer. (c) School bus drivers shall perform daily pre-trip inspections of their vehicles and report immediately, in writing, to their supervisors, any defects or deficiencies discovered that may affect the safety of the operation of the vehicle or result in its mechanical breakdown.
