Mailing or delivering certificate The certificate of title shall be mailed or personally delivered, upon proper identification of the individual, to the first lienholder named in it or, if none, to the owner. However, a person is entitled to a personal delivery of only one title in a single day and of no more than three titles in a calendar month. (Added 1969, No. 297 (Adj. Sess.), § 1, eff.
