Commissioner to check identification number The Commissioner, upon receiving application for a first certificate of title, shall check the identification number of the vessels, snowmobiles, or all-terrain vehicles shown in the application against the records of vessels, snowmobiles, or all-terrain vehicles required to be maintained by section 3810 of this title and against the record of stolen and converted vessels, snowmobiles, or all-terrain vehicles required to be maintained by section 3831 of this title.
