Other offenses (a) No person shall:(1) with fraudulent intent, permit another, not otherwise entitled, to use or have possession of a certificate of title; (2) willfully fail to mail or deliver a certificate of title or application to the Commissioner within 10 days after the time required by this chapter; (3) willfully fail to deliver to his or her transferee a certificate of title within 10 days after the time required by this chapter; or (4) willfully violate any provision of this chapter, except as provided in section 3829 of this title. (b) A person convicted under this section shall be fined not more than $1,000.00 or imprisoned for not more than one year, or both. (Added 1987, No. 152 (Adj. Sess.), § 1; amended 1991, No. 164 (Adj.
